To choose a Peppol Access Point in the UK, start with OpenPeppol's public list of certified service providers. Then check five things: that the provider can send and receive Peppol BIS Billing 3.0 invoices and credit notes, that it validates before sending, that it supports Peppol's message status responses, that it will register the Peppol ID you need, and that you can move your ID if you leave. For most businesses, the Access Point comes bundled with their accounting or ERP software, so the decision is really about that software's Peppol partner.
First: what you are actually buying
An Access Point (corner 2 or 3 in the four-corner model) sends and receives Peppol messages for you. Most providers also run an SMP, the registry that advertises your Peppol ID and the documents you can receive. OpenPeppol certifies the two roles separately, so a provider can be AP certified, SMP certified or both.
Before offering services, every provider must sign the Peppol Service Provider Agreement and pass Peppol conformance testing. Providers normally sign with the Peppol Authority in their home jurisdiction, or directly with OpenPeppol where there is none. On OpenPeppol's certified provider list (updated 19 October 2026), UK-resident providers show OpenPeppol as their Peppol Authority. See Who is the UK Peppol Authority?
The checklist
1. Certification
- Listed on peppol.org's Peppol Certified Service Providers page
- AP certified (to send and receive) and SMP certified (to register you), or a clear explanation of who runs the SMP
- If you go through accounting software, ask which certified provider it uses. Many software companies do not run their own Access Point and rely on a certified partner instead.
The list's country column "reflects the country/territory of legal residence, not the area(s) of operations". A provider based elsewhere can serve UK customers.
2. Documents and directions
- Sends and receives Peppol BIS Billing 3.0 invoices and credit notes. Some setups only send.
- Keeps up with BIS releases. The May 2026 release (3.0.21) became mandatory on 17 August 2026. See Peppol BIS Billing 3.0 for UK businesses.
- Optional: Invoice Response (buyer status messages), orders, despatch advice, if you need them
3. Validation and error handling
- Validates every invoice against the Peppol rules before sending, and shows you errors in plain language
- Handles Message Level Status (MLS). Under the Peppol Network Policy (2 July 2026), every provider "MUST support sending and receiving MLS messages". Ask how rejections reach you: by email, in your software or by API. See Peppol Invoice Response and MLR/MLS.
- Clear process for what happens when a buyer's provider rejects your invoice
4. Your Peppol ID
- Registers the scheme you need: 9932 (UK VAT number), 0088 (GLN) or both. See EAS codes 9932 and 0088.
- Tells you the exact value it registers, for example
9932:gb123456789(made-up), and whether it uses theGBprefix - Can register several IDs, divisions or entities if you need them
- Publishes your business card to the Peppol Directory, which is optional for providers, and lets you check the details
5. Leaving (portability)
- Supports SMP migration out as well as in. The SML specification lets your current SMP prepare a participant for migration and pass a migration code, which the new SMP uses to take over. Your Peppol ID stays the same.
- No contract terms that prevent you from getting a migration code
- You can export your invoice archive in a standard format (UBL XML plus any attachments)
6. Integration and operations
- Connects to your system: built in, API, file drop (SFTP) or a portal for low volumes
- Shows delivery status per invoice
- Support hours and service levels that suit you
- Where data is stored and for how long. Remember your own VAT record-keeping duties. See E-invoice archiving and retention.
7. Price
Under Peppol, each side pays only its own provider, and there are no fees between Access Points. Pricing models vary: per document, monthly bundles or included in software subscriptions. Compare the total cost for your real volumes, including receiving, credit notes, extra IDs and support.
Questions to ask in a demo
- "Show me an invoice being rejected by validation. What do I see?"
- "If the buyer's Access Point rejects it, how and how quickly do I find out?"
- "What exactly is my Peppol ID, and is it in the Directory?"
- "How do I leave you and keep my ID?"
- "How will you handle UK-specific rules once the government publishes them?"
Red flags
- The provider is not on the certified list and cannot name its certified partner.
- It will not tell you your exact Peppol ID.
- It treats a PDF as the invoice. Peppol invoices are structured XML.
- It cannot receive, only send.
- It claims to be "HMRC approved" or "HMRC accredited" for e-invoicing. No such scheme has been announced as of 20 October 2026.
What is not settled for the UK
Confirmed: Peppol will be the core interoperability network for UK e-invoicing, and the mandate starts on April 2029.
Not yet confirmed: any UK accreditation for service providers, any UK-specific rules providers must implement, whether a UK Peppol Authority will add national requirements, and the treatment of legacy non-Peppol channels. The roadmap is due at Budget 2026 on 28 October 2026. If you are choosing now, prefer providers that commit to implementing UK requirements without a re-contracting exercise, and avoid long lock-ins.
What to do now
- Ask your current accounting or ERP vendor who its Peppol provider is, then check that provider on peppol.org.
- Run the checklist above against one or two alternatives.
- Start with receiving. It is often the cheapest way to get your Peppol ID live and test the flow.
Frequently asked questions
How do I know if a Peppol Access Point is certified?
Check OpenPeppol's public list of Peppol Certified Service Providers on peppol.org. It shows whether each provider is AP certified, SMP certified or both, its country of legal residence and its Peppol Authority.
Do I need my own Access Point?
Almost certainly not. Most businesses use one through their accounting or ERP software, or contract with a certified provider directly. Running your own Access Point means becoming a certified service provider yourself.
Can I change Peppol Access Point later and keep my Peppol ID?
Yes, in principle. The SML specification has a migration process in which your current SMP issues a migration code and the new SMP uses it to take over your registration. Ask any provider how it handles migrations in and out.
Will HMRC accredit Peppol Access Points?
Not yet decided. The government has confirmed Peppol as the core network but has not published how service providers will be accredited for the 2029 mandate. Today, Peppol certification comes from OpenPeppol.
Do I pay to receive invoices on Peppol?
That depends on your provider's pricing. Under the four-corner model each party pays only its own provider, and there are no fees between Access Points.
