How much does e-invoicing cost in the UK? What to budget for

What UK e-invoicing will cost your business: the cost items to budget for, the factors that drive price, how to compare quotes and why to distrust averages.

Published 5 min readBy

There is no reliable figure yet for what UK e-invoicing will cost, and the honest answer is "it depends on your software, your volumes and how many systems you need to connect". For a small business already using cloud accounting, the cost may be little more than a plan upgrade and some time. For a group with several ERPs, it is an IT project with licences, integration and testing.

This guide explains what to budget for, what drives the price, and how to get a quote you can rely on. We do not quote prices, because published averages rarely match a specific business and the UK specification is not yet final.

Why there is no single price

  • The UK rules are still being finalised. Peppol is confirmed as the network (GOV.UK Tax update 2026 summary), but the data standard, any phasing and provider accreditation are expected to be set out from the roadmap at Budget 2026 on 28 October 2026.
  • The model is decentralised. There is no government portal, so you pay a private provider, usually through your software.
  • Pricing models differ. Providers may charge by subscription, by document, by connection or by project.
  • Your starting point matters most. Clean data and modern software cost far less to convert than spreadsheets or a heavily customised ERP.

The cost items to budget for

Cost item What it covers Who it mostly affects
Software subscription or upgrade A plan or edition that includes Peppol sending and receiving Everyone
Access Point fees Subscription, per-invoice or per-connection charges, if not included in software Businesses using a separate provider
Set-up and registration Creating your Peppol ID, directory registration, configuration Everyone, often included
Integration Connecting ERP, billing or job systems to the Access Point; data mapping Mid-size and large businesses
Data clean-up Verifying VAT numbers, de-duplicating customers and suppliers Everyone
Testing Test environments, partner testing, fixing validation errors Mid-size and large businesses
Supplier and customer onboarding Communications, collecting Peppol IDs, support Businesses with many trading partners
Training Staff who raise invoices, approve bills and handle exceptions Everyone
Archiving Storing e-invoices; HMRC says VAT records should generally be kept for at least six years Everyone; may be included
Internal time Project management, finance and IT time Often the largest hidden cost
Parallel running Running old and new processes during transition Larger businesses

What drives the price up or down

Lower cost:

  • one accounting system, already cloud-based;
  • small number of customers and suppliers;
  • clean master data;
  • software that includes Peppol in the existing plan.

Higher cost:

  • several invoicing systems or legal entities;
  • an older or customised ERP that needs an upgrade or add-on;
  • complex invoices: self-billing, reverse charge, foreign currency, attachments;
  • large supplier base needing onboarding;
  • legacy systems that cannot produce structured data.

How to build your own estimate

Use this template rather than an average. Fill in your own figures from quotes and internal estimates.

Line Your figure
A. Annual software/Access Point fees (from quote)
B. Per-invoice fees × invoices sent and received per year
C. One-off set-up and integration (from quote)
D. Internal hours × internal hourly cost
E. Training and onboarding
One-off total (C + D + E)
Annual running total (A + B)

Then set against it the savings you can measure today: hours spent keying supplier bills, chasing lost invoices and fixing errors. See the benefits of e-invoicing.

Questions to ask in any quote

  1. Is Peppol sending and receiving included? Are credit notes included?
  2. Is pricing per invoice, per month, per entity or per connection?
  3. Are received invoices charged as well as sent ones?
  4. What is included in set-up? Is directory registration included?
  5. Are there charges for validation failures, resends or support?
  6. Are archiving and export included, and for how long?
  7. What will change when the UK specification is published? Is that update included?
  8. Is the Access Point a Peppol certified service provider?
  9. What is the contract length and exit cost?
  10. Is the price fixed until April 2029?

Government support

Confirmed: no funding has been announced. The consultation response says "simple, low-cost solutions available for small and micro businesses will need to be a priority", notes that several Making Tax Digital providers focused on small businesses can already offer e-invoicing, and says support for businesses will form a key part of the implementation roadmap.

Reported, not official: the response cites industry research claiming a 2.2 times return to small firms over two years. The response links to a Sage newsroom article as the source. It is an industry estimate, not a government cost figure.

Ways to keep cost down

  • Choose software that includes Peppol rather than adding a separate service, where that fits.
  • Clean data now, while it is cheap and unhurried.
  • Align any software change with your Making Tax Digital plans, so you change once.
  • Consolidate invoicing into fewer systems before connecting them.
  • Avoid long contracts signed before the UK specification is final, unless updates are included.

What to do now

  • Count invoices sent and received per year; it drives per-document pricing.
  • Ask your current provider the ten questions above.
  • Fill in the estimate template with real quotes.
  • Add the result to your project plan and readiness checklist.

Frequently asked questions

How much does e-invoicing cost for a small business?

There is no reliable UK average yet. For many small businesses the cost will be whatever their accounting software charges for Peppol sending and receiving, plus time to tidy data. Ask your provider for a written price.

Will the government pay for e-invoicing software?

No grants or funding have been announced. The consultation response says simple, low-cost solutions for small and micro businesses will need to be a priority. Support will form part of the implementation roadmap.

Is there a charge to join Peppol?

Businesses do not usually join Peppol directly. They connect through an Access Point, often built into their software. Pricing models vary between providers, so ask for subscription, per-document and set-up fees in writing.

Is there a government e-invoicing portal that is free to use?

No government portal has been announced. The UK has chosen a decentralised model in which businesses exchange invoices through service providers.
