What has been announced
After consulting in 2025 on how to promote electronic invoicing, the government used the Autumn Budget on 26 November 2025 to confirm that e-invoicing will be mandatory for VAT invoices from April 2029. HMRC's 2026 update to its transformation roadmap restated that commitment and said HMRC would work with the Department for Business and Trade to publish a roadmap of milestones at Budget 2026.
In its Tax Update on 23 June 2026 the government confirmed Peppol as the core interoperability network for UK e-invoicing. That means businesses will send and receive e-invoices through providers connected to Peppol, much as many NHS suppliers already do.
What is still to be confirmed
- The exact data standard and any UK-specific rules (a UK CIUS)
- How B2C sales, receipts and simplified invoices are treated
- Any thresholds, exemptions or phased start for smaller businesses
- How service providers will be accredited
- Penalties and the transition for legacy systems
- Whether and when a reporting element (a "fifth corner") follows later
How to prepare now
- Count your invoices: how many you send and receive, in which formats, and through which systems.
- Ask your accounting, ERP or AP software provider about their Peppol and mandate plans.
- Check your master data: VAT numbers, company numbers and addresses for every customer and supplier.
- Find out which of your customers already accept e-invoices, especially public-sector ones.
- Plan the budget and the owner for the project, even if work starts in 2027.

Frequently asked questions
When does e-invoicing become mandatory in the UK?
The government has confirmed that e-invoicing will be mandatory for VAT invoices from April 2029.
Who does the UK e-invoicing mandate apply to?
It applies to VAT invoices issued between VAT-registered businesses (B2B) and from businesses to public-sector bodies (B2G). Details of any exemptions, thresholds and the treatment of B2C sales are expected in the implementation roadmap.
Will HMRC run a central e-invoicing portal?
No. The UK has chosen a decentralised model. Invoices are exchanged between businesses through service providers on the Peppol network, without a central government platform in the invoice flow.
Will invoices be reported to HMRC in real time?
Not at launch. The government's response to the 2025 consultation said real-time reporting will not be introduced alongside the mandate.
Does a PDF invoice count as an e-invoice?
No. An e-invoice is structured, machine-readable data. A PDF, even one sent by email, is not an e-invoice under the mandate.
What happens next?
HMRC and the Department for Business and Trade committed to publishing a roadmap with milestones at Budget 2026, which takes place on 28 October 2026.
