E-invoicing in the UK did not start with the 2029 mandate. Large retailers have swapped structured invoices by EDI since the 1980s. The NHS adopted Peppol in 2014, and public bodies have had to accept standard e-invoices since 2019. What changes from April 2029 is that e-invoicing becomes compulsory for VAT invoices between businesses and to the public sector.
Here is the story so far, and what is still to come.

The EDI era
Before anyone said "e-invoicing", large UK buyers were exchanging orders and invoices as EDI messages. EDI was efficient but bilateral: every trading relationship needed its own set-up, so it stayed mostly with big retailers, manufacturers and their main suppliers. Smaller businesses kept posting paper or, later, emailing PDFs. See E-invoicing vs EDI.
The NHS goes first (2014)
The decisive public-sector move came from health. The Department of Health's NHS eProcurement Strategy (2014) set out to make "GS1 coding and PEPPOL messaging" the standards across healthcare and its supply chains. Trusts had to plan adoption, and suppliers came under pressure to connect.
That is why Peppol is already familiar to thousands of UK suppliers. When the government's 2025 consultation looked for an existing UK standard, the NHS was the example it gave. Today the formal Peppol Authority agreement for England's NHS sits between OpenPeppol and the Department of Health and Social Care, according to OpenPeppol. See NHS Peppol e-invoicing for suppliers.
Public procurement rules (2019 and 2025)
The EU's Directive 2014/55/EU required public bodies to accept e-invoices that meet the European standard, EN 16931. The UK implemented it through the Public Procurement (Electronic Invoices etc.) Regulations 2019. The explanatory note says contracting authorities must include "an express term obliging them to accept electronic invoices", with later application from 18 April 2020 for sub-central authorities and utilities.
legislation.gov.uk now lists those regulations as revoked, with the Procurement Act 2023 (live from 24 February 2025) carrying the rule forward. Section 67 implies a term into public contracts requiring authorities to accept and process e-invoices that comply with BS EN 16931-1:2017. See Public sector e-invoicing regulations.
Note what this did and did not do: public bodies had to accept e-invoices, but suppliers were not forced to send them.
Making Tax Digital (2019 to 2022)
Making Tax Digital changed how businesses keep VAT records and file returns. It became mandatory from April 2019 for businesses above £85,000 taxable turnover and for all VAT-registered businesses from April 2022. It did not regulate invoice formats. HMRC's guidance still says it is up to you whether you issue paper or electronic VAT invoices. MTD did, however, push most VAT-registered businesses onto accounting software, which is the foundation e-invoicing will build on. See E-invoicing vs MTD.
The 2025 consultation
On 13 February 2025 HMRC and the Department for Business and Trade launched a 12-week consultation. Its press release cited Billentis research that 80% of businesses globally key in supplier invoice data manually, with about 10% of that data containing errors. It received 342 responses. See Consultation summary.
The mandate (November 2025)
At Budget 2025 on 26 November 2025 the government said: "From April 2029, businesses will be required to issue all VAT invoices as e-invoices, with a roadmap on implementation to be published next year." The consultation response the same day confirmed a decentralised model and no real-time reporting at launch.
Peppol confirmed (June 2026)
The Tax Update on 23 June 2026 announced that "the electronic procurement system Peppol will be the core interoperability network for e-invoicing in the UK", giving software developers "an indication of the direction of travel".
What comes next
Expected at Budget 2026 (28 October 2026): the implementation roadmap with milestones to April 2029.
Still to be decided: the UK invoice specification, provider accreditation, penalties, edge cases such as self-billing and receipts, and any future reporting to HMRC.
What to do now

Frequently asked questions
When did e-invoicing start in the UK?
Structured electronic invoicing has been used in the UK for decades through EDI. Government policy began to push it with the NHS eProcurement Strategy in 2014 and public procurement e-invoicing rules from 2019. It becomes mandatory for VAT invoices from April 2029.
Why did the NHS adopt Peppol?
The Department of Health's 2014 NHS eProcurement Strategy set GS1 coding and PEPPOL messaging as standards across healthcare and its supply chains, to improve efficiency and patient safety.
Has e-invoicing ever been compulsory in the UK before?
Not for business-to-business invoices. Since 2019, public bodies have had to accept e-invoices that meet the European standard, and NHS suppliers have been required to use Peppol, but suppliers could choose how to invoice most customers.
