# Who is in scope of the UK e-invoicing mandate in 2029?

> From April 2029 every VAT invoice must be an e-invoice. In practice that means VAT-registered businesses selling to other businesses or the public sector.

## Key points

- From April 2029 all VAT invoices must be e-invoices, so VAT-registered businesses invoicing other businesses (B2B) or the public sector (B2G) are in scope.
- The test is VAT registration, not size: no turnover threshold, sector exemption or phased start for small businesses has been announced.
- Businesses that are not VAT-registered cannot issue VAT invoices, so the government says many of the smallest businesses will not be obliged to adopt e-invoicing.
- Not yet confirmed: receipts and simplified invoices, self-billing, zero-rated or exempt-only invoices, cross-border supplies and penalties.
- The implementation roadmap is due at Budget 2026 on 28 October 2026. Real-time reporting to HMRC will not be introduced in 2029.

---

If you are **VAT-registered and you issue VAT invoices to other businesses or to the public sector**, you are in scope of the UK e-invoicing mandate. The government has said that from April 2029 "all VAT invoices" must be issued as e-invoices, and that means structured data exchanged between systems, not a PDF sent by email.

That one sentence covers most businesses. The detail sits at the edges, and much of it will only be settled by the implementation roadmap due at Budget 2026 on 28 October 2026. This guide separates what is confirmed from what is still open.

## What the government has actually said

Three official documents define the scope today:

- **Budget 2025 (26 November 2025):** "The government will require all VAT invoices to be issued in a specified electronic format from April 2029."
- **Consultation response (26 November 2025):** "VAT invoices are typically issued for business to business (B2B) and business to government (B2G) transactions where VAT is due (though not for business to customer transactions)." It also says requiring all VAT invoices "to be issued and received electronically" will drive the change.
- **Tax update 2026 (23 June 2026):** "The government has announced that the electronic procurement system Peppol will be the core interoperability network for e-invoicing in the UK."

Notice what the mandate is built around: the **VAT invoice**. It is not framed as "every business" or "every invoice". That makes VAT invoicing rules the best guide to who is affected.

## Who issues VAT invoices today

HMRC's [VAT guide (Notice 700)](https://www.gov.uk/guidance/vat-guide-notice-700) says that whenever you supply standard-rated or reduced-rated goods or services to another VAT-registered person, you must give them a [VAT invoice](https://einvoices.uk/news/uk-vat-invoice-requirements-e-invoicing). It also says:

- only VAT-registered businesses can issue VAT invoices
- you do not have to issue VAT invoices for supplies to customers who are not VAT-registered
- you do not have to issue VAT invoices for zero-rated supplies, and an invoice only for exempt or zero-rated UK sales is not required
- under self-billing, the customer issues the invoice instead of the supplier

So the mandate's natural core is clear. Whether invoices that are not strictly required as VAT invoices will also have to be e-invoices is one of the open questions.

## Scope at a glance

| Situation | Status today |
|---|---|
| VAT-registered business invoicing another VAT-registered business in the UK | **Confirmed in scope** (all VAT invoices from April 2029) |
| VAT-registered business invoicing a public-sector body | **Confirmed in scope** (B2G) |
| Receiving e-invoices from your suppliers | **Confirmed in principle**: the response says VAT invoices are to be "issued and received electronically" |
| Business that is not VAT-registered | **Not obliged**, according to the government, because it cannot issue VAT invoices |
| Sales to consumers, receipts, simplified invoices | **Not confirmed**: VAT invoices are not usually issued to consumers |
| Self-billed invoices | **Not confirmed**: HMRC has noted other countries' mandates handle self-billing |
| Zero-rated or exempt-only invoices | **Not confirmed** |
| Cross-border invoices to and from the UK | **Not confirmed** |
| Thresholds, phasing or later dates for small firms | **None announced** |

## Size does not matter, registration does

No turnover threshold, sector exemption or phased start for small businesses has been announced. The test is VAT registration. The consultation response puts it this way: "As e-invoicing will be mandated for VAT invoices, many of the smallest businesses who are not required and choose not to be registered for VAT will not be obliged to adopt this technology."

The flip side is that a small business that has registered voluntarily is in the same position as a large one. A sole trader with a VAT number who invoices other businesses is in scope. See [e-invoicing for sole traders](https://einvoices.uk/news/e-invoicing-sole-traders-uk) and [e-invoicing for non-VAT-registered businesses](https://einvoices.uk/news/e-invoicing-non-vat-registered-businesses).

Some respondents asked for a turnover threshold. The government has not adopted one. It has said it will publish a roadmap and work with the software market to ensure low-cost products exist.

## Where in the UK?

UK VAT law covers England, Scotland, Wales and Northern Ireland, so the mandate is expected to apply across all four nations. Two places need extra care:

- **Northern Ireland:** UK VAT applies, but businesses trading goods with the EU under the Windsor Framework use an XI prefix. See [e-invoicing in Northern Ireland](https://einvoices.uk/news/e-invoicing-northern-ireland-xi-vat).
- **Isle of Man:** it shares the UK VAT area but has its own VAT law, administered by Isle of Man Customs and Excise. UK legislation does not automatically apply there. See [e-invoicing in the Isle of Man](https://einvoices.uk/news/e-invoicing-isle-of-man).

The **Channel Islands** are outside UK VAT altogether. See [Jersey, Guernsey and the mandate](https://einvoices.uk/news/e-invoicing-jersey-guernsey-channel-islands).

## Corporate structures

A [VAT group](https://einvoices.uk/news/e-invoicing-vat-groups) has one VAT registration, so its invoices to outside customers are VAT invoices and are in scope. Supplies between group members are normally disregarded for VAT and do not need VAT invoices.

## What does "e-invoice" mean here?

The consultation said invoices in "PDF or word formats, images such as JPEG, HTML invoices on a webpage or in an email, OCR or images sent via a fax machine" are not e-invoices for its purposes. Budget 2025 refers to "a specified electronic format". The exact UK specification has not been published. We explain the difference in [does a PDF invoice count as an e-invoice?](https://einvoices.uk/news/does-a-pdf-invoice-count-as-an-e-invoice)

## What is still open

The roadmap at Budget 2026 is expected to cover the technical standard, how the transition works and the rules at the edges. Until then, these are **not confirmed**:

- the treatment of retail receipts and simplified invoices
- self-billing, credit notes and other invoice-like documents
- cross-border supplies
- any exemptions for particular sectors or legacy systems (the government said it will keep engaging on legacy systems that cannot interoperate)
- [penalties](https://einvoices.uk/news/e-invoicing-penalties-uk) for non-compliance

Real-time reporting to HMRC will **not** be introduced in 2029, according to the consultation response.

## What to do now

1. **Check your VAT status.** If you are VAT-registered and sell to businesses or the public sector, plan on being in scope.
2. **Count your invoices.** Note how many VAT invoices you send and receive, and which systems produce them.
3. **Ask your software provider** what it plans for Peppol and e-invoicing.
4. **Note your edge cases**, such as self-billing, retail sales or cross-border work, so you can check them against the roadmap.

## Frequently asked questions

### Who needs to e-invoice in the UK from 2029?

The government says all VAT invoices must be issued as e-invoices from April 2029. VAT invoices are mainly issued by VAT-registered businesses to other businesses (B2B) and to the public sector (B2G), so they are the core group affected.

### Does the mandate cover sales to consumers?

The government's consultation response says VAT invoices are not typically issued for business-to-consumer sales. How receipts and simplified invoices will be treated has not yet been confirmed.

### Is there a turnover threshold or exemption for small businesses?

No threshold or exemption has been announced. Businesses that are not VAT-registered do not issue VAT invoices, so the government has said many of the smallest businesses will not be obliged to adopt e-invoicing.

### Does the mandate apply in Northern Ireland and the Isle of Man?

Northern Ireland is part of the UK, so UK VAT rules apply there. The Isle of Man has its own VAT law, which generally mirrors the UK's, but no Manx e-invoicing requirement had been announced as of 20 October 2026.
