The UK will require electronic invoicing for VAT invoices from **April 2029**, the government confirmed at the Autumn Budget on 26 November 2025.

The requirement covers VAT invoices issued between VAT-registered businesses (B2B) and invoices issued by businesses to public-sector bodies (B2G). From that date, a PDF attached to an email will no longer be enough: invoices will need to be exchanged as structured, machine-readable data.

## Why now?

The announcement follows a consultation run by HMRC and the Department for Business and Trade in 2025, which asked how the government could encourage wider adoption of e-invoicing. The government's case rests on three arguments:

- **Productivity.** Structured invoices can be checked, matched and posted automatically, cutting manual data entry for both suppliers and buyers.
- **Faster payment.** Fewer errors and disputes mean invoices are approved sooner, which helps smaller suppliers' cash flow.
- **Tax accuracy.** Better data at source should reduce mistakes in VAT returns and help close the VAT gap.

## What kind of system?

The UK has chosen a **decentralised model**. Rather than sending every invoice through a government portal, businesses will exchange e-invoices directly through service providers. HMRC does not sit in the middle of the transaction.

Crucially for finance teams, the government also said it will **not introduce real-time reporting** of invoice data to HMRC alongside the mandate. VAT will continue to be reported through VAT returns.

## What happens next

HMRC and the Department for Business and Trade committed to publishing an implementation roadmap, with milestones, at Budget 2026. That roadmap is expected to settle the technical standard, any exemptions and how the transition will work.

> **What to do now:** you do not need to buy anything yet. Start by finding out how many invoices you send and receive, which systems produce them, and what your accounting software provider plans to support.
