## Key points

- Prepare in five areas, in order: scope, inventory, data, software and Peppol connection, then suppliers and customers.
- Start by confirming you are VAT-registered and counting the invoices and credit notes you send and receive each month, and the systems that create them.
- Clean your master data now (your own and customers' VAT numbers, duplicates, VAT rates, buyer references), because e-invoices are checked by machines.
- Ask your software provider in writing whether it can send and receive Peppol invoices. Most businesses connect through their software and a certified Access Point.
- No interim deadlines have been confirmed. The implementation roadmap is due at Budget 2026 on 28 October 2026.

---

The best way to prepare for UK e-invoicing is to work through five areas in order: **scope, inventory, data, software and Peppol connection, then suppliers and customers**. This checklist turns each into concrete tasks you can start today, ahead of the mandate for VAT invoices that begins on **April 2029**.

It is written for any VAT-registered business, from a two-person company to a group finance team. Smaller businesses will tick many items off in minutes; larger ones should treat each section as a workstream. For a fuller project view, see our [e-invoicing project plan for finance teams](https://einvoices.uk/news/e-invoicing-project-plan-finance-teams).

## What is confirmed, and what is not

Before you plan, separate the facts from the guesswork.

| Status | Point |
|---|---|
| **Confirmed** | E-invoicing will be mandatory for VAT invoices from April 2029 (government consultation response, Budget 2025). |
| **Confirmed** | A decentralised model: invoices go between businesses through service providers, not through a government portal. |
| **Confirmed** | Peppol will be the core interoperability network. The GOV.UK Tax update 2026 summary (23 June 2026) says: "The government has announced that the electronic procurement system Peppol will be the core interoperability network for e-invoicing in the UK." |
| **Confirmed** | No real-time reporting to HMRC alongside the 2029 mandate. |
| **Not yet confirmed** | The exact data standard, any UK-specific rules, phasing, exemptions, penalties, provider accreditation and the treatment of B2C sales. |

The implementation roadmap is due at **Budget 2026 on 28 October 2026**. Nothing in this checklist depends on details that are still open, so the work is not wasted whatever the roadmap says. We will update this page when it is published.

## 1. Scope: are you in?

- [ ] Confirm you are VAT-registered, or likely to be by April 2029. The mandate covers VAT invoices, so businesses that are not VAT-registered are not expected to be required to issue e-invoices. Try our [scope checker](https://einvoices.uk/tools/am-i-in-scope).
- [ ] List who you invoice: other VAT-registered businesses ([B2B](https://einvoices.uk/glossary#b2b-b2g-b2c)), public-sector bodies ([B2G](https://einvoices.uk/glossary#b2b-b2g-b2c)), consumers, or overseas customers.
- [ ] Flag edge cases that need watching: [self-billing](https://einvoices.uk/news/self-billing-e-invoicing-uk), [VAT groups](https://einvoices.uk/news/e-invoicing-vat-groups), [retail receipts and simplified invoices](https://einvoices.uk/news/b2c-receipts-simplified-invoices-e-invoicing), [Northern Ireland](https://einvoices.uk/news/e-invoicing-northern-ireland-xi-vat) and the [Isle of Man](https://einvoices.uk/news/e-invoicing-isle-of-man).
- [ ] Note any public-sector customers. Bodies covered by the Public Procurement Act 2023 are already required to accept e-invoices, and NHS Supply Chain already requires suppliers to invoice through Peppol (both stated in the government's consultation response).

## 2. Inventory: what do you send and receive?

- [ ] Count invoices and credit notes **issued** per month, by customer type.
- [ ] Count invoices and credit notes **received** per month, by supplier.
- [ ] List every system that creates invoices: accounting package, ERP, billing platform, job management tool, e-commerce site, spreadsheets, Word templates.
- [ ] List how invoices arrive today: email PDF, paper, supplier portal, EDI, scanning service.
- [ ] Identify invoice types that are unusual: credit notes, self-billed invoices, foreign currency, reverse charge (for example [construction](https://einvoices.uk/news/domestic-reverse-charge-construction-e-invoice)), invoices with large attachments.
- [ ] Name an owner for e-invoicing, even if it is one person part-time.

## 3. Data: is your invoice data good enough?

E-invoices are checked by machines. Data that a human would forgive will fail validation. See our guide to [master data clean-up](https://einvoices.uk/news/master-data-cleanup-e-invoicing).

- [ ] Check your own legal name, address and VAT number are correct in every system.
- [ ] Check customer VAT numbers using HMRC's [Check a UK VAT number](https://www.gov.uk/check-uk-vat-number) service, and record where the number is missing or invalid.
- [ ] Remove duplicate customer and supplier records.
- [ ] Make sure every invoice line carries a VAT rate and that you can map it to a [VAT category code](https://einvoices.uk/news/uk-vat-category-codes-peppol).
- [ ] Record purchase order numbers and buyer references that customers require (see [buyer reference BT-10](https://einvoices.uk/news/purchase-order-reference-buyer-reference-peppol)).
- [ ] Confirm invoices already meet HMRC's VAT invoice content rules in [VAT Notice 700](https://www.gov.uk/guidance/vat-guide-notice-700), section 16. An e-invoice still has to be a valid VAT invoice ([what a VAT invoice must include](https://einvoices.uk/news/uk-vat-invoice-requirements-e-invoicing)).

## 4. Software and Peppol connection

Most businesses will not connect to Peppol themselves. Their accounting or ERP software will work with a certified [Peppol Access Point](https://einvoices.uk/glossary#access-point).

- [ ] Ask your software provider, in writing, the questions in our guide to [checking whether your software supports Peppol](https://einvoices.uk/news/check-accounting-software-peppol-support).
- [ ] Find out whether sending and receiving are both supported, and whether the Access Point is built in or a separate service.
- [ ] Check whether all your invoicing systems can produce structured invoice data, not just PDFs. A [PDF is not an e-invoice](https://einvoices.uk/news/does-a-pdf-invoice-count-as-an-e-invoice).
- [ ] If you run an ERP, read our [ERP e-invoicing guide](https://einvoices.uk/news/e-invoicing-erp-sap-oracle-dynamics-netsuite).
- [ ] If you need a separate provider, use our guide to [choosing a Peppol Access Point](https://einvoices.uk/news/how-to-choose-a-peppol-access-point).
- [ ] Decide which identifier you will use as your [Peppol ID](https://einvoices.uk/news/peppol-participant-id-uk). The Peppol code list includes scheme 9932 for UK VAT numbers.
- [ ] Budget for licences, set-up, integration and staff time (see [what e-invoicing costs](https://einvoices.uk/news/e-invoicing-cost-uk)). Get quotes rather than relying on averages.

## 5. Processes: accounts payable and receivable

- [ ] **Receivable:** map the route from sales order to sent e-invoice, including who fixes a rejected invoice. See [accounts receivable e-invoicing](https://einvoices.uk/news/accounts-receivable-e-invoicing-uk).
- [ ] **Payable:** decide how incoming e-invoices will be matched, coded and approved. See [accounts payable e-invoicing](https://einvoices.uk/news/accounts-payable-e-invoicing-uk).
- [ ] Decide whether you will use Peppol [invoice responses](https://einvoices.uk/news/peppol-invoice-response-message-level-response) to tell suppliers an invoice was received, queried, approved or paid.
- [ ] Review archiving. HMRC says VAT records should generally be kept for at least six years ([VAT Notice 700/21](https://www.gov.uk/guidance/record-keeping-for-vat-notice-70021)). Check where e-invoices will be stored and how you will retrieve them. See [e-invoice archiving](https://einvoices.uk/news/e-invoice-archiving-retention-uk).

## 6. Suppliers and customers

- [ ] Segment suppliers by volume and tell the largest ones your plans early. See [supplier onboarding](https://einvoices.uk/news/supplier-onboarding-e-invoicing).
- [ ] Ask key customers how they want to receive invoices and whether they are already on Peppol. You can [check the Peppol Directory](https://einvoices.uk/news/peppol-directory-lookup-uk).
- [ ] Update supplier and customer onboarding forms to capture Peppol IDs and VAT numbers.

## 7. Test, train and go live

- [ ] Send and receive test invoices with a friendly customer and supplier.
- [ ] Learn the [common Peppol validation errors](https://einvoices.uk/news/common-peppol-validation-errors) and who fixes each one.
- [ ] Train the people who raise invoices, approve bills and handle supplier queries.
- [ ] Plan a cut-over date well before April 2029 so problems surface while there is still time.
- [ ] Re-check this list against the official roadmap and any HMRC guidance once published.

## How much of this applies to you?

| Business | Focus on |
|---|---|
| Sole trader or micro business on cloud accounting | Sections 1, 3 and 4. Your software provider will do most of the work. See our [small business guide](https://einvoices.uk/news/e-invoicing-small-business-guide). |
| Growing SME with several systems | All sections, with extra time on inventory and data. |
| Large or group business on an ERP | All sections as formal workstreams, with supplier onboarding and testing as the longest tasks. |
| Accountant or bookkeeper | Run this checklist per client. See our [guide for accountants](https://einvoices.uk/news/e-invoicing-guide-for-accountants). |

## What to do now

This week, do three things: confirm scope, count your invoices, and send your software provider the questions in section 4. Then watch the Budget on 28 October 2026 for the roadmap and check the [timeline](https://einvoices.uk/timeline) and [mandate guide](https://einvoices.uk/mandate) for updates. None of this is tax advice; for your own position, follow HMRC guidance as it is published.

## Frequently asked questions

### What should a UK business do first to prepare for e-invoicing?

Confirm whether you are in scope (the mandate covers VAT invoices from April 2029), then count the invoices you send and receive and list every system that creates or processes them. That inventory drives every later decision.

### Do I need to buy e-invoicing software now?

Not necessarily. The government roadmap is due at Budget 2026 on 28 October 2026 and the final data standard is not yet published. Start with scope, data clean-up and questions to your current software provider.

### Will I need to receive e-invoices as well as send them?

Plan for both. If your VAT-registered suppliers must issue e-invoices from April 2029, you will need a way to receive them, usually through your accounting software and a Peppol Access Point.

### Is there a deadline before April 2029?

No interim deadlines have been confirmed yet. The Budget 2026 roadmap is expected to set milestones towards April 2029.
