# Selling to EU customers: do UK businesses need e-invoices?

> Most EU e-invoicing mandates cover only locally established businesses, so UK suppliers are usually outside them. But EU customers may still ask for Peppol.

Usually not as a legal requirement. The EU mandates we checked, in **Belgium, France, Germany and Italy**, apply to businesses established in that country, so a UK supplier with no branch or fixed establishment there is generally outside them. In practice, though, EU customers who now receive everything else as e-invoices are increasingly likely to **ask** you for one, and Peppol makes that straightforward.

This guide is written for UK businesses. It is not legal advice on EU law. Check with the customer's tax authority or an adviser in that country before relying on it.

## Country by country

These are the positions stated by each country's own tax authority, checked on 20 October 2026.

| Country | Domestic B2B rule | Applies to a UK supplier with no local establishment? |
|---|---|---|
| **Belgium** | Structured e-invoices compulsory between Belgian VAT-registered businesses since 1 January 2026, sent "via a decentralised network called Peppol" | No. The official FAQ says VAT-registered persons "not established in Belgium without a permanent establishment" are "not subject to the obligation", adding that "the law is still being amended on this point." |
| **France** | Since 1 September 2026, all businesses must be able to receive e-invoices and large and mid-sized firms must issue them; small and micro businesses must issue from 1 September 2027 | No. E-invoicing applies only between taxable persons established in France. Your French customer may instead have to report data on dealings with foreign operators ("e-reporting"). |
| **Germany** | All domestic businesses must be able to receive e-invoices since 1 January 2025; issuing transition ends 31 December 2026, or 2027 for issuers with prior-year turnover up to €800,000 | The obligation applies to supplies between businesses established in Germany. |
| **Italy** | Domestic e-invoices through the central Sistema di Interscambio (SdI) since 1 January 2019 | The obligation covers only transactions between parties resident or established in Italy. |

**Important exception:** if your UK business has a branch, fixed establishment or permanent establishment in one of these countries, its local supplies may well be caught. Get local advice.

## France: the e-reporting angle

France's FAQ (version of 1 September 2026) is a helpful example of how this works. E-invoicing applies to transactions carried out between VAT-registered businesses established in France. When a French business sells to a customer established outside France, the FAQ says there is no obligation to issue an e-invoice; instead, data about the transaction goes to the tax authority through e-reporting. French-established businesses must also e-report their dealings with foreign operators.

For a UK business, that means:

- **Selling to a French business:** you are not obliged to issue a French e-invoice. Any e-reporting of the transaction is your French customer's job.
- **Selling to French consumers where VAT is due in France:** the FAQ says some non-established foreign businesses may be subject to e-reporting. That is more likely if you are registered for French VAT. Take advice.

## ViDA: what the EU changes in 2030

The EU's VAT in the Digital Age (ViDA) package was adopted on 11 March 2025 as Directive (EU) 2025/516 and entered into force on 14 April 2025. According to the European Commission:

- since entry into force, member states "are able to introduce mandatory e-invoicing under specific conditions";
- digital reporting requirements "will affect cross-border B2B transactions from 1 July 2030";
- by 1 January 2035, member states with their own real-time reporting systems must align with the EU system.

ViDA's cross-border reporting concerns trade **between EU member states**. A UK supplier selling from Great Britain into the EU is making an export, not an intra-EU supply.

**Northern Ireland: not confirmed.** Under the Windsor Framework, EU VAT rules on goods continue to apply in Northern Ireland, and NI businesses use XI VAT numbers for EU goods trade. We have not found official guidance on how ViDA's July 2030 reporting will apply to NI businesses' intra-EU goods supplies. See [E-invoicing in Northern Ireland](https://einvoices.uk/news/e-invoicing-northern-ireland-xi-vat).

## Why EU customers ask anyway

Even when the law does not require it, expect requests:

- **Their systems.** A Belgian business that receives all domestic invoices over Peppol would rather not key in yours by hand.
- **Accounts payable policy.** Large groups often require all suppliers, foreign or not, to use their preferred channel.
- **Tenders.** EU public bodies have had to accept EN 16931 e-invoices for years and often prefer them.

## Peppol helps both ways

The UK government announced on 23 June 2026 that Peppol "will be the core interoperability network for e-invoicing in the UK." Once you are connected for the UK mandate, you can also reach any EU customer registered on Peppol, using the same Access Point.

Watch for differences, though:

- **Invoice rules.** EU recipients may expect [Peppol BIS Billing 3.0](https://einvoices.uk/news/peppol-bis-billing-3-uk-guide) or a national variant such as Germany's XRechnung.
- **VAT treatment.** An export or reverse charge invoice needs the right VAT category code and wording. See [UK VAT category codes in Peppol](https://einvoices.uk/news/uk-vat-category-codes-peppol).
- **Currency.** If you invoice in euros, the VAT details still need to follow UK rules. See [Multi-currency e-invoices](https://einvoices.uk/news/multi-currency-e-invoices-gbp).
- **Identifiers.** Your customer will look you up by [Peppol ID](https://einvoices.uk/news/peppol-participant-id-uk). See [Peppol participant IDs in the UK](https://einvoices.uk/news/peppol-participant-id-uk).

## What is not yet known

- Whether the UK's 2029 rules will cover invoices to overseas customers. The consultation response noted that respondents want clarity on cross-border transactions, and the roadmap may address it.
- How ViDA reporting will interact with Northern Ireland goods trade.
- Final Belgian legislation on non-established businesses, which the FAQ says is still being amended.

## What to do now

1. List EU customers by country and check whether you have any establishment or VAT registration there.
2. Ask your largest EU customers whether they want Peppol invoices, and what they need on them.
3. Make sure your software or Access Point can send to EU Peppol participants.
4. If you have an EU establishment or local VAT registration, get local advice about domestic mandates.
5. Keep an eye on the [timeline](https://einvoices.uk/timeline) for UK cross-border rules.

## Frequently asked questions

### Do I have to send e-invoices to my EU customers?

Usually not as a legal matter. In the countries we checked (Belgium, France, Germany, Italy), the e-invoicing obligation applies to businesses established in that country. A UK supplier with no establishment there is generally outside it. Your customer may still ask for one.

### Does ViDA apply to UK businesses?

ViDA is an EU law. Its digital reporting requirements, from 1 July 2030, cover cross-border trade between EU member states. It does not apply to UK domestic invoicing. How it may affect Northern Ireland goods trade has not been confirmed.

### Can I use Peppol to invoice EU customers?

Yes, if your customer is on Peppol. Peppol is used in many EU countries, including Belgium, where it is the network for the 2026 mandate.
