# Will HMRC require real-time reporting of invoices?

> Not in 2029. The government says real-time reporting won't come with the e-invoicing mandate but may be considered once e-invoicing is well established.

No, not when the mandate starts. The government has said in terms that it "will not introduce it [real-time reporting] alongside the e-invoicing mandate in 2029." From April 2029 your VAT invoices must be e-invoices, but HMRC will not receive copies of them as they are issued. You will keep reporting VAT through your VAT return.

That is not the end of the story, though. The government has left the door open for later.

## What exactly has been said

The official position comes from the consultation response published on 26 November 2025. These points are **confirmed**:

- "The government will continue to explore the potential benefits of RTR but will not introduce it alongside the e-invoicing mandate in 2029."
- RTR "would be implemented once e-invoicing use was well established."
- "If RTR requirements are introduced at a later date they will build on e-invoicing infrastructure with the objective of making this reporting as seamless as possible for businesses."
- HMRC "will also examine how it could utilise, protect and store such data in a safe, proportionate manner".

The government also accepted a key practical point from respondents: "e-invoicing data alone would not be sufficient to provide a pre-populated VAT return", because VAT invoices are not issued for most consumer sales.

## What "real-time reporting" means

Real-time reporting (RTR) means sending transaction data to the tax authority as, or shortly after, invoices are issued. It is one form of [continuous transaction controls](https://einvoices.uk/glossary#continuous-transaction-controls) (CTC). The UK consultation cited Hungary and South Korea as countries using it.

There are two main designs:

- **Centralised / clearance.** Invoices go through a government platform first. See [Clearance vs decentralised](https://einvoices.uk/news/decentralised-vs-clearance-model).
- **Decentralised data share.** Invoices travel between providers, and the providers also send data to the tax authority. On Peppol this is usually called the [five-corner model](https://einvoices.uk/news/five-corner-model-uk).

The consultation noted that a data feed "can also be implemented later following the creation of a decentralised system without data sharing." That is the path the UK appears to be on: build the network first, decide on reporting later.

## What respondents told the government

Views were mixed. Supporters called RTR "a logical and overdue step", citing better VAT compliance, less fraud and simpler returns. A smaller group worried about complexity, cost for SMEs, data privacy under GDPR and "excessive oversight". Many asked for a gap between the e-invoicing rollout and any RTR requirement, which is what the government decided.

## Things that are not real-time reporting

You may hear about other HMRC changes and confuse them with RTR:

| Change | What it is | Status |
|---|---|---|
| Digital prompts in VAT software | Real-time prompts in filing software to help avoid errors, from April 2027 (Budget 2025) | Announced |
| Third-party data | HMRC acquiring card sales and interest data more often, from April 2028 (Budget 2025) | Announced |
| MTD for VAT | Digital records and VAT returns via software | In force since 2019/2022 |
| E-invoicing mandate | VAT invoices exchanged as structured data | From April 2029 |
| Real-time invoice reporting | Invoice data sent to HMRC as invoices are issued | **Not planned for 2029**; may be considered later |

## When might it come?

**Not known.** No date, consultation or design has been published. The government's own words, "once e-invoicing use was well established", suggest it would not be soon after April 2029. Anyone quoting a year is speculating.

Watch for:

- The e-invoicing roadmap at Budget 2026 (28 October 2026), which may say whether RTR is in scope for later phases.
- Any HMRC consultation on VAT return reform or pre-population.
- Developments in the EU, where the ViDA package introduces digital reporting for intra-EU business trade from 1 July 2030. That applies to EU member states, not to the UK.

## Should you design for it anyway?

A sensible, low-cost approach is to choose software and processes that would cope if reporting arrives:

- Make sure your invoice data is accurate at source, because any future reporting would draw on it.
- Prefer providers that already operate in countries with reporting regimes. Peppol's own CTC work shows how a reporting "fifth corner" can be added with "limited changes" from a taxpayer's point of view, according to OpenPeppol's reference document.
- Keep invoices and VAT records reconciled, so a mismatch between invoices and returns would not surprise you.

## What to do now

You do not need to prepare for real-time reporting today. Prepare for e-invoicing, keep your data clean, and read [What the 2025 consultation response said](https://einvoices.uk/news/uk-e-invoicing-consultation-2025-summary). We will update this page and the [timeline](https://einvoices.uk/timeline) if the roadmap says anything new.

## Frequently asked questions

### Will HMRC require real-time invoice reporting from 2029?

No. The government has said it will not introduce real-time reporting alongside the e-invoicing mandate in 2029.

### Could real-time reporting come later?

Possibly. The government said it will continue to explore the benefits, and that any future requirements would build on the e-invoicing infrastructure once e-invoicing use is well established. No date or design has been announced.

### Are the VAT 'digital prompts' from April 2027 the same as real-time reporting?

No. Budget 2025 announced real-time digital prompts in VAT filing software from April 2027 to help businesses avoid errors in returns. That is not a requirement to report invoices to HMRC.
