## Key points

- A non-established taxable person (NETP) is a business with no UK establishment; it must register for UK VAT if it makes any taxable supplies in the UK, with no threshold.
- The mandate covers 'all VAT invoices' from 2029, so a NETP's UK VAT invoices to UK businesses are likely in scope, but HMRC has not confirmed specific rules for NETPs.
- Peppol is international, so an overseas business can use an Access Point in its home country if that provider supports UK requirements.
- UK customers will most likely look you up by your UK VAT number, which Peppol identifies with scheme 9932.
- Many NETP sales to UK VAT-registered businesses are reverse-charged by the customer, so the NETP may not need to be registered at all.

---

If your business is **based outside the UK but registered for UK VAT**, the April 2029 e-invoicing mandate is **likely** to apply to the UK VAT invoices you issue to UK businesses and public bodies. The government says it will mandate e-invoicing "for all VAT invoices from 2029", and it has not announced an exception for overseas businesses. But as of **20 October 2026**, HMRC has **not confirmed** how the rules will work for non-established taxable persons. We expect the Budget 2026 roadmap on 28 October 2026 to start answering that, and will update this guide.

This page covers who counts as non-established, why your invoices are likely in scope, the practical problem of connecting to Peppol from abroad, and what to ask a provider.

## Who counts as a non-established taxable person

HMRC's VAT Notice 700/1 (section 9) says:

- "A non-established taxable person (NETP) is any person who does not have a UK establishment."
- A UK establishment exists if the place of essential management decisions and central administration is in the UK, or the business "has a permanent physical presence with the human and technical resources to make or receive taxable supplies in the UK".
- A UK-incorporated company is normally treated as established "as long as is it also able to make or receive business supplies at its registered business address". A "registered, serviced or virtual office alone is not enough".

If you have a real UK branch or subsidiary, you are probably established, and the mandate applies to you like any UK business. This guide is for businesses with no UK establishment.

## When a NETP must register for UK VAT

There is **no registration threshold** for NETPs. You must register "if you make taxable sales in the UK or expect to do so in the next 30 days". HMRC lists situations where you may not need to register, including when:

- all your UK sales are zero-rated;
- you are an overseas seller and all your UK sales go through an online marketplace to non-business customers;
- you are an EU business selling goods to non-taxable customers in Northern Ireland, within the distance selling rules; or
- all your sales are to VAT-registered businesses in Great Britain that account for the VAT under the **reverse charge**.

That last point matters. Many overseas service providers selling to UK businesses never register, because the UK customer accounts for the VAT. No UK VAT registration usually means no UK VAT invoices, and so nothing for the UK mandate to bite on. Check your position with the [scope checker](https://einvoices.uk/tools/am-i-in-scope).

## Why your UK VAT invoices are likely in scope

Once registered, you have the same invoicing duty as a UK business. VAT Notice 700 (section 16.2.1) says: "Whenever you supply standard-rated or reduced-rated goods or services to another VAT-registered person, you must give that person a VAT invoice."

**Confirmed:**

- From 2029, all VAT invoices for B2B and B2G supplies must be e-invoices.
- The model is decentralised, with Peppol as the core network.
- No real-time reporting at launch.

**Reported (consultation themes, not decisions):**

- Respondents said "clarity on scope, including B2B, B2G, and cross-border transactions, was seen as essential".
- The government said it "will also consider the development of e-invoicing mandates across different jurisdictions and how the government recognises the needs of businesses operating internationally".

**Not yet confirmed:**

- Whether NETPs face the same start date, or any easement
- How invoices issued by a UK tax representative or agent on your behalf will be treated
- Whether a NETP that is not on Peppol will be able to issue any other form of compliant invoice
- Whether non-UK Peppol identifiers will be accepted for UK invoices
- Penalties for getting it wrong

## The practical problem: connecting from abroad

E-invoicing under the UK model means your invoice must reach your UK customer's software through the Peppol network. For an overseas business, three practical questions follow.

**1. Which provider?** Nothing announced so far requires a UK-based Access Point. Peppol is international: OpenPeppol's certified provider list (updated 19 October 2026) has 756 entries, most based outside the UK. If you already e-invoice over Peppol at home, for example in Belgium, Germany or Ireland, your current provider may be able to handle UK invoices too. See [how to choose an Access Point](https://einvoices.uk/news/how-to-choose-a-peppol-access-point).

**2. Which identifier?** Your UK customers will most likely look you up by your **UK VAT number**. In Peppol, that is scheme **9932** ("United Kingdom VAT number"), giving an ID such as `9932:gb123456789` (made-up). Your home ID, for example 9930 for a German VAT number or 0208 for a Belgian enterprise number, identifies you to customers at home. See [Peppol EAS codes for the UK](https://einvoices.uk/news/peppol-eas-codes-uk-9932-0088) and [what is a Peppol participant ID?](https://einvoices.uk/news/peppol-participant-id-uk)

**3. Which invoice rules?** A UK VAT invoice must show what UK law requires, including your UK VAT number, VAT in sterling and, where relevant, "reverse charge" wording. A provider set up only for EU rules may not check those. Our UK VAT invoice field mapping lists them against Peppol fields. If you invoice in euros or dollars, see [multi-currency e-invoices](https://einvoices.uk/news/multi-currency-e-invoices-gbp).

## Questions to ask an Access Point

| # | Question | Why it matters |
|---|---|---|
| 1 | Can you send and receive UK VAT invoices and credit notes over Peppol today? | UK support is not automatic, even for large EU providers |
| 2 | Can you register a Peppol ID based on my UK VAT number (scheme 9932), alongside my home ID? | UK customers will search by UK VAT number |
| 3 | Will you list me in the Peppol Directory under that ID? | So customers can find you; check with our [directory lookup](https://einvoices.uk/tools/peppol-directory-lookup) |
| 4 | Do you validate UK requirements, such as VAT in sterling and reverse charge wording? | EU-only rules may miss UK fields |
| 5 | How will you implement the UK specification once HMRC publishes it? | The UK format is [not yet confirmed](https://einvoices.uk/news/uk-e-invoice-format-standard-what-hmrc-will-require) |
| 6 | Can my UK tax representative or agent access the invoices? | Many NETPs rely on UK advisers |
| 7 | Where is invoice data stored, and for how long? | UK [record-keeping rules](https://einvoices.uk/news/e-invoice-archiving-retention-uk) still apply |

## Special cases

- **Goods in Northern Ireland.** If you trade goods under the Windsor Framework, you may use an XI-prefixed VAT number. See [Peppol IDs for Northern Ireland](https://einvoices.uk/news/peppol-id-northern-ireland-xi) and [e-invoicing and XI VAT](https://einvoices.uk/news/e-invoicing-northern-ireland-xi-vat).
- **Online marketplace sellers.** Sales to UK consumers are B2C, which the mandate does not cover. See [B2C receipts and simplified invoices](https://einvoices.uk/news/b2c-receipts-simplified-invoices-e-invoicing).
- **Selling to the UK public sector.** UK public bodies must already accept EN 16931 e-invoices under the Procurement Act 2023, and NHS Supply Chain requires Peppol.

## What to do now

1. **Confirm your status.** Are you established in the UK, and do you actually need to be VAT-registered, or are your sales reverse-charged by your customers?
2. **List your UK VAT invoices**: how many, to whom, and from which system.
3. **Ask your current e-invoicing provider** the seven questions above, in writing.
4. **Talk to your UK VAT agent or tax representative** about who will issue invoices from 2029.
5. **Recheck after 28 October 2026.** This is one of the areas we expect the roadmap to clarify. Follow the [timeline](https://einvoices.uk/timeline).

## Frequently asked questions

### Does the UK e-invoicing mandate apply to overseas companies registered for UK VAT?

Probably, for their UK VAT invoices to UK businesses, because the government says the mandate covers all VAT invoices from 2029. But as of 20 October 2026 HMRC has not published specific rules for non-established taxable persons. The Budget 2026 roadmap on 28 October 2026 may say more.

### Do I need a UK Peppol provider if my business is abroad?

Nothing announced requires a UK-based provider. Peppol is an international network, and many certified Access Points outside the UK serve UK customers. Check that your provider supports UK VAT invoices and can register a Peppol ID based on your UK VAT number.

### What Peppol ID should an overseas business use for the UK?

UK customers will most likely search by UK VAT number, which Peppol identifies with scheme 9932 (United Kingdom VAT number). If you already have a Peppol ID from your home country, ask your provider whether it can also register one based on your UK VAT number.

### What is a non-established taxable person?

HMRC defines a non-established taxable person (NETP) as any person who does not have a UK establishment. A UK-incorporated company that can make or receive supplies at its registered address is normally treated as established.
