# Does a PDF invoice count as an e-invoice? Not from 2029

> HMRC accepts emailed PDFs as electronic invoices today, but the 2029 mandate needs structured, machine-readable data. A PDF alone will not be enough.

## Key points

- A PDF invoice will not count as an e-invoice under the 2029 mandate. The government's consultation listed PDF and Word invoices, images, HTML invoices in an email and OCR as not e-invoices.
- Under HMRC's current rules (VAT Notice 700/63) an emailed PDF is an electronic invoice, and that remains lawful until the mandate takes effect.
- From April 2029 VAT invoices must be issued in a specified electronic format: structured data that software can read without re-keying.
- A PDF can be attached to a Peppol BIS Billing 3.0 invoice, but the structured data remains the invoice.
- Whether hybrid formats such as Factur-X or ZUGFeRD will be accepted has not been confirmed.

---

**No. Under the UK's 2029 e-invoicing mandate, a PDF invoice will not count as an e-invoice.** When the government consulted, it said invoices "in PDF or word formats, images such as JPEG, HTML invoices on a webpage or in an email, OCR or images sent via a fax machine" are not e-invoices. From April 2029, VAT invoices must be issued "in a specified electronic format", which means structured data that software can read without a person re-keying it.

The confusing part is that, under HMRC's rules today, an emailed PDF *is* an "electronic invoice". Both statements are true, because they use the words differently.

## Two meanings of "electronic invoice"

| | HMRC rules today (Notice 700/63) | 2029 mandate (as announced) |
|---|---|---|
| Definition | "the transmission and storage of invoices in an electronic format without duplicate paper documents" | "the digital exchange of invoice data directly between buyers' and suppliers' financial systems" |
| PDF accepted? | **Yes**: "The electronic format may be a structured format such as XML or an unstructured format such as PDF" | **No**: PDF is listed as not an e-invoice |
| Customer agreement needed? | Yes, your customer must agree to receive invoices electronically | The mandate will require e-invoices for VAT invoices |
| Network | Any secure method, such as email or EDI | [Peppol](https://einvoices.uk/news/what-is-peppol) is the core interoperability network |

Today's rules continue until the mandate takes effect, so emailing PDFs remains lawful in the meantime, subject to Notice 700/63's conditions.

## Why a PDF isn't enough

A PDF is designed for people to read. Software can only get data out of it by guessing, using templates or optical character recognition (OCR). That is slow and error-prone, which is the problem the mandate is meant to fix.

A structured e-invoice carries each piece of information in a labelled field: seller VAT number, invoice number, line amounts, VAT category and rate, totals. The buyer's software can validate and post it automatically. The government's case for the mandate rests on that automation: fewer errors, faster approval and, it hopes, fewer late payments.

## What a UK e-invoice will look like

The full UK specification has not been published. What is confirmed:

- The Tax update 2026 says "the electronic procurement system Peppol will be the core interoperability network for e-invoicing in the UK."
- Peppol's standard invoice format today is **Peppol BIS Billing 3.0**, based on the European standard [EN 16931](https://einvoices.uk/news/en-16931-explained) and usually exchanged as [UBL](https://einvoices.uk/news/ubl-vs-cii-uk) XML.
- Whether the UK will use Peppol BIS Billing 3.0 as it stands or add UK-specific rules (a [CIUS](https://einvoices.uk/glossary#cius)) is **not confirmed**. The consultation response says the government will "review the risks and benefits of adopting an existing standard or designing a UK-specific standard."

For most businesses, the format is your software's job. You raise an invoice as normal, and the software or its [Access Point](https://einvoices.uk/glossary#access-point) produces and sends the structured version.

## Can a PDF travel with the e-invoice?

Yes. Peppol BIS Billing 3.0 lets you attach supporting documents, and the permitted file types include **application/pdf**, as well as images and spreadsheets. Receivers on Peppol must accept attachments of those types. Many businesses attach a PDF rendering of the invoice, a timesheet or a delivery note.

The structured data is still the invoice. If the PDF and the data disagree, the data is what the buyer's system will process. The data is also what you should archive (see [e-invoice archiving and retention](https://einvoices.uk/news/e-invoice-archiving-retention-uk)).

## What about "hybrid" PDFs?

Some countries accept hybrid formats such as Factur-X or ZUGFeRD, which embed XML inside a PDF/A file. The UK has not said whether such formats will satisfy the mandate. Some consultation respondents asked for "low-barrier solutions such as PDF/A formats … and email-based invoicing", but the government's response focused on Peppol and interoperable standards. Treat hybrid PDFs as **unconfirmed** for UK compliance.

## Common myths

- **"Our accounting software emails PDFs, so we're already doing e-invoicing."** Not in the mandate's sense. Ask your provider about Peppol.
- **"A PDF with a digital signature counts."** A signature proves who sent it. It doesn't make the content structured.
- **"Our customer scans our PDFs with OCR, so that's fine."** The government listed OCR as not e-invoicing.
- **"EDI is the same as PDF."** No. EDI is structured, and HMRC already treats it as electronic invoicing. How existing EDI links will fit with Peppol under the mandate has not been confirmed, and the government says it will keep engaging on legacy systems.

## What to do now

1. **Check how you send invoices today:** paper, PDF, portal, EDI or Peppol.
2. **Ask your software provider** whether it can send and receive Peppol invoices, and when.
3. **Keep sending PDFs for now** if that suits you. Nothing changes before the mandate starts.
4. **Plan the switch** once the roadmap sets milestones at Budget 2026 on 28 October 2026.

## Frequently asked questions

### Is a PDF an e-invoice?

Not for the 2029 mandate. The government's consultation said PDF and Word invoices, images, and HTML invoices in an email are not e-invoices. Today, though, HMRC's Notice 700/63 accepts PDF as an electronic invoice format.

### Can I still email PDF invoices after April 2029?

Not as your VAT invoice to business or public-sector customers, if the rules follow what has been announced. You may still send a PDF as a readable copy or for customers outside the mandate.

### Can I attach a PDF to a Peppol e-invoice?

Yes. Peppol BIS Billing 3.0 allows supporting documents, including PDFs, to be attached. The structured data remains the invoice.

### Will hybrid PDF formats like Factur-X or ZUGFeRD be accepted?

Not confirmed. The UK has chosen Peppol as its core network and has not said whether hybrid PDF-with-XML formats will be allowed.
